Protecting Moreton Bay from Legislative Overreach
The Moreton Bay Foundation (TMBF) has formally submitted its response to the Queensland Parliament’s State Development and Public Works Organisation (Critical Minerals) and Other Legislation Amendment Bill 2026.
While TMBF recognizes the potential value of responsibly managed critical minerals development, the foundation strongly opposes the Bill in its current form. The submission highlights major concerns that the proposed legislation goes far beyond critical minerals, concentrating extraordinary discretionary powers in the Executive and establishing mechanisms—such as “modification orders”—that could bypass or weaken vital environmental, planning, and First Nations safeguards.
TMBF warns that bypassing these ordinary regulatory checks threatens to accelerate the cumulative degradation of Moreton Bay’s highly sensitive coastal, marine, and catchment ecosystems.
Backed by the science of The Blueprint for a Sustainable Moreton Bay (2025-2035), the submission calls on the Parliamentary Committee to reject the Bill or introduce strict environmental carve-outs to protect shared public assets, preserve community appeal rights, and safeguard the long-term economic and ecological resilience of the Bay.
